Washington Health Care Policy Advisor and Strategist Sarah Mills Named Vice President of District Policy Group at Drinker Biddle

March 28, 2019

The District Policy Group, the bipartisan government affairs group housed within national law firm Drinker Biddle & Reath LLP, announced that Sarah T. Mills has been elevated to the position of vice president.

Since joining The District Policy Group as a senior government relations manager in 2016, Mills principally has represented the interests of health care clients, including medical device companies and the clinical laboratory and biotechnology industries, as well as global health, biosecurity, patient advocacy and health professional organizations. Mills also advises domestic and international companies in the manufacturing, agriculture and trade industries. She represents her clients before Congress and the Executive Branch, and as part of her work engages in direct lobbying and provides clients with strategic counsel and policy analysis.

Mills was previously an analyst at Potomac Research Group, where she advised financial institutions on legislative and regulatory changes affecting the pharmaceutical and health services industries. She also served as the director of federal affairs and as a state policy advisor for Mississippi Governor Phil Bryant (R), leading initial development efforts of the Mississippi Works initiative and serving as a key advisor on the state’s Affordable Care Act implementation.

Mills began her public policy career on Capitol Hill as a legislative aide to the U.S. Senate Judiciary Committee’s Office of the Ranking Member. During her tenure she served Ranking Members Chuck Grassley (R-IA), Jeff Sessions (R-AL) and Arlen Specter (R-PA) for each of their respective terms.

Mills’ appointment was announced jointly by DPG President Ilisa Halpern Paul and Executive Vice President Jodie Curtis.

“Sarah quickly became an invaluable member of our lobbying and policy team when she joined us in 2016,” Paul said. “She brought a deep and broad portfolio of experience in health care legislative and regulatory policy, and our clients benefit daily from her many skills, talents, knowledge and insights. Sarah is a terrific asset to our clients, our team and the firm. We are thrilled to promote her to vice president, recognizing her myriad excellent contributions and expertise, particularly in oncology, pharmacy, biotechnology, life sciences and patient advocacy.”

In December 2018, Paul and Curtis were named among Washington’s leading lobbyists and policy influencers by The Hill. It was the fourth straight year in which Paul was recognized and the second year for Curtis. The politics-and-policy news website’s annual Top Lobbyists award recognizes “the most distinguished and accomplished professionals from the influence world who are on the front lines of the nation’s most consequential political and policy battles.”
